Samsung Hands 82 Million Phones A Solana Wallet 📱

Samsung is building USDC on Solana straight into Samsung Wallet. Starting the last week of October, U.S. users on 82 million Galaxy devices can send $USDC ( ▼ 0.01% ) across borders from the same app that already holds their credit cards, boarding passes, and driver’s license.

So what’s different from the last 400 crypto wallet launches? Nobody has to download anything. No seed phrase on an index card hidden in the sock drawer, no explaining to Aunt Carol what a gas fee is. Samsung’s Woncheol Chai, who runs the company’s digital wallet team, said the point is for Galaxy users to get the benefits without dealing with traditional crypto tools.

Volume was never $SOL ( ▼ 5.3% )’s problem. The Foundation (Solana) says the chain has pushed more than $5.25 trillion in stablecoin volume so far in 2026, stablecoin supply on it is up nearly 20% year over year, and PayPal and Western Union already run stablecoin business there. What it didn’t have was a customer this size, preinstalled on a home screen somewhere between the weather app and the calculator nobody opens.

Now the fine print, or the lack of it. The release says nothing about fees, transfer limits, or who holds the keys - whether that USDC sits in a wallet you control or an account Samsung runs for you. 🛰️

FinCEN Feeds Two Crypto Rules To The Shredder 🗑️

FinCEN withdrew two proposed rules on Monday that crypto has been eyeing like a weird mole for the better part of six years. One would have put recordkeeping, verification, and reporting requirements on financial institutions for crypto transactions touching unhosted wallets. The other would have branded crypto mixing a class of transactions of “primary money laundering concern.” Both got filed under the Trump Administration’s deregulatory agenda and walked out to the curb.

If the first one sounds familiar, it should. The unhosted wallet rule showed up in December 2020, in the last weeks of the Mnuchin Treasury, with a 15-day comment window that ran straight through Christmas. More than 7,500 comments came in anyway. The gist: exchanges collect names and physical addresses of counterparties on transfers over $3,000 to self-custody wallets, and file reports on anything over $10,000. So before you could send your old roommate the $4,000 he fronted you in Vegas, your exchange would have wanted to know where he sleeps. 🛏️

The mixer proposal landed in October 2023 under Section 311 of the Patriot Act - the same hammer Treasury swings at rogue foreign banks and entire countries. Pointing it at a whole category of transaction was new. And it would have swept in anybody using $TORN ( ▼ 4.14% )-style tools for reasons that weren’t crimes, which includes plenty of people who just don’t want their paycheck readable by anyone with a block explorer.

So is it dead? Dead-ish. A withdrawn proposal can come back with a new administration and a fresh Federal Register number. For now, self-custody folks and privacy coins like $ZEC ( ▼ 11.11% ) and $XMR ( ▼ 2.54% ) get one less sword hanging over the bed. Two ghosts of Treasury past, exorcised - right up until somebody in a future administration buys a Ouija board. 👻

The Smoke Alarm Company Walks Into The Fire 🔥

$UUU ( ▲ 0.19% ) Maryland outfit that’s spent decades selling safety products, is changing its name to DeFi Capital Markets, Inc. New ticker: DCM. The old business gets discontinued once the new one “gains traction,” and the new one is tokenization, digital assets, quant trading, and market making.

The switch happens October 19. History buffs will recognize the date. That’s the Black Monday anniversary, when the Dow dropped 22.6% in one session back in 1987. Somebody in investor relations either has a wonderfully dark sense of humor or doesn’t own a calendar. 📅

What’s under the hood? A subsidiary, Universal DeFi LLC, has spent more than a year building tech for companies that want to put their assets on-chain. First finished project: tokenized silver.

Management says it wants to be “a direct participant in the markets it helps create.” Being the platform and the trading desk on the platform is a combo crypto has some lived experience with. Not all of it fond.

And corporate pivots into crypto are their own genre by now. Long Island Iced Tea became Long Blockchain in December 2017, the stock more than doubled in a day, and Nasdaq delisted it the following year. UUU at least claims it’s built something and is trading. In the meantime, test your smoke detectors. Somebody has to keep making them. 🧯

Tether signed an MoU with the National Bank of Kazakhstan and the Alatau City Authority to study a tenge-pegged stablecoin and a national tokenization framework that could run on Tether’s Hadron platform, with a pilot slated for Alatau. Alatau is a special-regime city being built as Central Asia’s fintech hub, and the announcement came without a budget or a timeline. But MoUs are the engagement rings of crypto: shiny, very public, and nowhere near the wedding. Tether.

🏔️ Montana’s Community Banks Get A Stablecoin Plug-In

The Montana Bankers Association endorsed Stablecore, making the Dallas startup a preferred vendor for its 33 member institutions. The platform bolts onto existing bank systems for tokenized deposits, stablecoin payments, crypto accounts with on- and off-ramps, and ETH and SOL staking. Stablecore.

OTC-listed Decentral Life’s energy arm, DEC, laid out a plan to tokenize crude reserves for South American oil producers - one token per independently validated barrel, with grade, storage location, and chain of custody tracked on Ethereum or a compatible chain. It wants to run the same playbook on solar-and-battery power purchase agreements and transferable energy tax credits. DEC.

📜 Centrifuge Parks Three Bond Funds On Circle’s Arc

Centrifuge deployed JTRSY (short-duration Treasuries), JAAA (AAA-rated CLOs), and HYB (high-yield corporate bonds tied to New York Life Investment Management) on Circle’s Arc network, each with its own USDC-denominated vault. Eligible holders can pull USDC liquidity through Symbiotic’s Liquid Lane while their shares sit on normal redemption schedules. Centrifuge.

💴 Startale’s Bond Pays You Back In Yen Stablecoins, Start To Finish

Startale Japan launched a digital corporate bond pilot that pays both interest and principal in JPYSC, a yen trust-type stablecoin issued by SBI Shinsei Trust Bank. Startale says it’s the first Japanese digital corporate bond to do both in a yen stablecoin, and it’s open only to individuals and companies in Japan. No rate or size in the announcement, so we know how you’ll get paid but not how much - which is also how my first job worked. Startale.

Firelight went live on Flare, letting XRP holders mint FXRP, stake it into a single vault for stXRP, and back protection for DeFi vaults against exploits, oracle failures, depegs, and redemption failures. Stakers earn a cut of the fees operators pay for cover, with 30-day cover periods, a $115 million aggregate cap, and slashing if a covered vault gets hit. XRP holders basically get to be the Allstate of DeFi, minus the commercials and with their own stack on the line when a claim lands - and Firelight goes out of its way to say this is not insurance. 🤖 Cardano Tokens Now Come With A Built-In Hall Monitor

The Cardano Foundation took CIP-113 live on mainnet with no hard fork, a programmable token standard that lets issuers bake KYC, sanctions screening, freeze-and-seize, and transfer restrictions straight into native Cardano assets. The ledger enforces those rules every time a token moves, mints, or burns, and Switzerland’s CMTA already recognized it as equivalent to its CMTAT standard for certifying ledger-based securities. Great news for regulated issuers, and the first time a native Cardano asset can pull a full HAL 9000: “I’m sorry, Dave, your wallet failed screening.” Cardano Foundation.
