CLARITY Has a Pulse. Kind Of. At Least Enough To Not Pull The Plug. 🏥

Polymarket puts the probability of the CLARITY Act being signed into law in 2026 at 28% in today’s snapshot, up from 14% on September 1.

Washington has lowered expectations enough that “probably screwed” qualifies as momentum.

The next test is scheduled for tomorrow (Tuesday, September 15), at 2:15 p.m. ET: a Senate cloture vote on the motion to proceed. That requires 60 votes to clear a procedural hurdle toward considering the bill. Passing this vote would still leave more steps before enactment.

Yes, we’re watching a vote about getting to the part where they consider the thing.

Also, Kalshi’s snapshot shows:

  • 46% before April 1, 2027

  • 56% before October 1, 2027

  • 51% before January 1, 2028

Avalanche Got A Government Job 🤯

The UAE’s national identity platform serves 12.5 million people, and $AVAX ( ▲ 4.69% ) has been selected to help handle the paperwork. TDRA, the country’s digital government authority, is upgrading the blockchain beneath the UAEPASS Digital Vault to Avalanche.

UAEPASS already connects:

  • 15,000-plus services, covering government and private-sector needs.

  • 350-plus institutions that rely on the platform.

  • Citizens, residents, and visitors who would presumably prefer to finish their application and leave.

The Digital Vault lets users request, hold, and share official documents. Receiving institutions can check the issuer instead of treating every certificate like evidence in a cold case.

The vault already uses blockchain. Avalanche’s job is upgrading it and supporting it as demand grows. Those 12.5 million people are UAEPASS users, for clarity.

According to Avalanche, a dedicated L1 gives the operator control over network membership and configuration, plus dedicated capacity for the service. Millions of people need their documents processed. 📰

Your HBAR Wallet Would Like To Speak To Investor Relations 😶

HashPack and SODAX are building $HOOD ( ▲ 1.56% ) stock-token access on $HBAR ( ▲ 3.66% ), with purchases funded by HBAR or USDC. The goal is to buy stock exposure from the wallet you already use. SODAX handles the execution and liquidity across networks. HashPack handles the interface.

Once live, eligible users should be able to:

  • Buy stock tokens using HBAR or USDC.

  • Hodl, transfer, and trade them on Hedera.

  • Access tokens linked to Apple, Nvidia, Tesla, and others, with additional RWAs planned.

The integration is still being built. And Robinhood’s tokens are tokenized debt securities providing economic exposure, without ownership rights in the underlying companies. So… a CFD? It sounds like a CFD. Anyways, because this is something cool, naturally those of us in the U.S. are excluded. 😡

DEX Liquidity Is Becoming Shared Inventory 🫂

For most of DeFi’s existence, liquidity has had a single address. You deposit tokens into liquidity pools (LP) on $UNI ( ▲ 6.82% ) , $CRV ( ▲ 0.49% ), $BAL ( ▲ 2.28% ) or wherever, and that capital belongs to that venue until you move it somewhere else. 😠

Want it working somewhere new? Withdraw. Redeploy. Pay gas. Do the whole thing again.

1inch deserves some credit for pointing out where this may be heading next.

With Aqua, makers can keep tokens in their wallets until an trade happens. The same inventory can sit behind multiple strategies, Pathfinder can find it, and 1inch resolvers can tap it when there’s a swap worth filling.

The names are different elsewhere. $COW ( ▲ 0.56% ) has solvers. UniswapX has fillers. 1inch has resolvers. This might not sound like a big deal - but if you’re like me and have spent a boat load of time involved in different LPs, this is a stupidly awesome development. It’s one of those things that makes you go, ‘why wasn’t this a thing before?’

Liquidity is becoming less tied to a specific platform while execution gets handed to competing networks of professional market makers and automated systems. That changes the DEX fight.

For years, TVL was treated like the scoreboard. More deposits. More liquidity. Bigger protocol. But if $1 of capital can stay in a wallet, support multiple strategies and get pulled into whichever execution path needs it, locking up the biggest pile of tokens starts looking less impressive.

The better question becomes: who can find liquidity, price it and execute against it best?

A lot less sexy than another 10,000% APY farm and definitely a lot more important. 🧠

BSC Discovered The Power Of Doing Less Dumb Stuff More Than Once 🤦

BSC’s new block-building system averaged 28% more gas per block than the old version after the Pasteur upgrade. The improvement comes from removing a job validators were repeating before they sealed the block. 🟩

Anyone who has attended a meeting to prepare for another meeting understands the potential savings.

Pasteur went live August 25. The new process lets builders submit blocks they have already executed. Validators skip the duplicate execution before sealing, leaving builders more time to pack transactions.

  • Verification still happens. Validators perform preliminary checks before sealing, then execute and verify the block after broadcast.

  • Adoption reached roughly 98% of blocks in the 3-day window ending September 1.

  • More capacity is planned. Validators are targeting a 70 million gas limit, with 80 million and potentially 90 million to follow as network performance permits.

The 28% figure compares the 2 methods under live traffic. It doesn’t establish a matching reduction in fees. 🤦
